Idle SWAT peds

After 3 or 4 stars police response sometimes I can see idle SWAT peds standing in the middle of the road doing nothing, this happens only when I already evaded cops and dropped heat. I suspect this bug is coming from Crime and Police Rebalance & Enhancement 1.402 mod.
Did anyone else experience this and is there a way to fix? Asking here because mod doesn't seem to be supported anymore, but nevertheless it has all the features I want and nothing extra.
