[REQUEST] Request a simple mod for a project

Hello, I am here today requesting the community a "simple" mod (IDK if it's simple to make to be honnest but it's a simple concept) for a funny project. Unfortunatly I have nothing to offer so if a modder wants to take this as practice, if the mod can be made, he surely can.

The mod would consist of spawning a giant NPC (preferably a homeless person) with no specific animations, just flames in his eyes or any particle to make him visible from a far distance and a bit more lively. I'd like him to spawn with flames around him kinda like in the ghost rider mod from JulioNIB or explosions
