special ability's for other player models?

Could someone make a mod where you could lets say use Micheal's ability while being Franklin and vice versa and for other peds as well. (I hope you get what I mean)

I don't see the point of it, let alone the difference between driving like Michael as an online character.
But, if you're really desperate for this, I recall Menyoo had a feature almost like this.
