Improved Body Armor mod

Not sure if such mod exists, didn't find nothing related.
Idea is, to make ALL vests usable, not just super heavy one. Seriously, does anybody buy something else than last vest in the list?I think the best way to do it, would be something like this:
No Body Armor - 100% move speed
Super Light Armor - 100 Armor Points - 90% move speed
Light Armor - 200 AP - 80% move speed
Standard Armor - 300 AP - 70% move speed
Heavy Armor - 400 AP - 60% move speed
Super Heavy Armor - 500 AP - 50% move speedI think it's possible to increase item properties, making Body Armor giving you any number of protection, but I'm not sure it is possible to add movement speed modifiers to these items, so I'm curious mainly if it's possible to do without scripts, attach these modifiers in item properties themselves? Would be best and cleanest way IMO.

You know, speed is a picky thing. I mean editing speed can cause a lot of problems i.e. animations not being synced with speed or animations running in slow motion. It would be possible given the time and patience to it by a modder.

Yeah, you have a point, penalizing entire movement would be a bad idea, most animations and default walk/crouch/run are pretty slow as they are, but what about particularly sprinting speed? I remember Simple Foot Control mod has sprint speed option, plus some superhero mods modify sprint, so character runs like a jet.

@Forrest-Gimp In GTA V we don't need to affect the character's speed, we can work directly with the gravity effect on the ped with better and more realistic results because also affects the animations behavior.
