http://i.imgur.com/MLBLLA0.png This has been happening to all my ped characters so im not sure if its a texture thing or if its my graphics settings. If it is my graphic settings, would some one be so kind as to telling me what I need to ajust?

Do you have installed script mods? One of them is affecting the alpha of the hands component in peds. Move all script mods to another folder, and add one by one reloading scripts in game until find the bad script.

@EpicGamesHD I've seen this in low-end Pcs, not sure what's causing it though.

@EpicGamesHD Show us your PC Specs. I have a Low-End graphics PC and not happens that issue (Phenom II x6 1100T + Radeon HD6750 1 Gb + RAM 8 Gb).

@Rarefacer Its an intel 5500 sires with an I3 processor with 6 gbs of ram
