Decrypting the carcols?!

Hello, simple question.

How do I decrypt the carcols, so I can edit it with notepad. I know this can be done, because that's how I edit Aussie Flash Patterns carcols.
How do I decrypt the standard GTA carcols?

I need to know, so I can release a mod.
