WWII Tank mod wont load.

I have a WWII tank pack and I installed it then I have to put this in the dlctext: <Item>dlcpacks:\WWII</Item> But When I put it in and replace it in the data folder it wont load I try loading it with rage plugin hook but it doesn't give me the option to spawn it do I have to put something in the item thing? Please help
