Now I know this may sound dumb but its just an idea so here it is: You can run for political office in San Andreas and make laws like mayor city council governor president senator sheriff speaker of the house county executive etc. then each position can do different things like taxes laws and each law you make it has to be passed and there should be elections polls just an idea.
