Strange Issues with NPC's. Ignoring Player and any events.

I'm having a strange problem with my game where NPC's ignore whatever i do, when i shoot or blow something up they keep on walking. Cops won't chase me and feel more content to sit in their cars not doing anything. Does anybody have any clue as to whats wrong?

In Simple Trainer and Menyoo Trainer there is a feature called Peds Ignore Player and/or Cops Ignore Player, or something to that effect. Make sure those aren't enabled.
