.rar and other files

I get at least.... Some of these mods, but the more advanced ones I don't get, for instance, I need to get into a .rpf file to get a mod inside...
Can anyone help?

And I mean to make them accessible... Not talking about WinRAR, Only made it WORSE for me... Also, Need help to get into rpf files

You need OpenIV. Look at one of the tutorials in the Tutorial section, there's plenty of info there for how to install vehicle mods, weapon mods, ped mods, etc.

... All the files are now .rar files for some reason... For every mod I download down OpenIV run them?

Its simple go through the rar file and yank out the DLC.rpf open OpenIV
go to Open Archive and select the DLC.rpf rip out whatever you want
