@breadcrumbs1029 You need to get the file back from the original game files.
If Steam isn't reverting the original game files back when you verify them, then something might be wrong with your installation. Verifying never fails on the original game files, they always go back to default... if they didn't, the verify would immediately fail and the game wouldn't run.
Try renaming the update.rpf file in the Grand Theft Auto V\update folder to something else, stick old on the front of it or something.. That will cause it to get a completely new version of the file to replace the one that will be missing, when you run the Verify. Then you can take the dlclist.xml file out of that.

Your dlclist.xml file appears to be 1.7K, which feels consistent with one with no extra entries. So, I'm unsure what the heck OpenIV is showing you.
Since you can't edit dlclist.xml inside OpenIV, it must therefore naturally follow your modded dlclist.xml file must exist somewhere on your hard disk, where you usually copy it from. So, copy it back from there, I'd say.

Or STEAM verified it, and did nothing because it found no errors.
From the size of his dlclist.xml, I'd say ere his OpenIV install is borked somehow. I would re-install the latter first.
