Customizing non customizable vehicles

Hi all. I wasn't sure in which section to ask my question, I hope I got it right.
I'm looking for a mod that allows customizing all non customizable vehicles such as limoes, airport trucks, garbage trucks, cabs, cop cars, lifeguard pickup trucks, ambulances and so on.
So, is there such a mod anywhere?
