I was wondering if any one can make this vehicle as i have no experience with modding or i would do it myself if you do take up this project thank you.

@GTAVGuy754 You usually have more chance if there is an existing model of the car you want converted.

If the model isn't freely available, you might have to purchase one... and they seem to be around $99 for versions of this car.
