I need help identifying if this game is a GTA mod:

Sorry for the language...
It's a persian game made by a very small unknown studio, they claim that the Tech, Art and the whole is made by the studio with their in-house engine.
They even sold many copies and won several domestic game awards including Game of the Year and Best Tech in Iran , lol
I personally think that this is obscene and need your help to better clarify this.thanks
