Xbox 360 modding

Hello, my friend and I have been trying to install GTA V online mods for our Xbox 360 for the pst 2 weeks or so. I have been trying trying and trying time after time. I have seen in some tutorials/walkthroughs people use something called .xex menu on their 360s. I was just wondering what is this? Is it essential for all mods? And, most importantly, is it LEGAL?!?! If someone could help me out on this that'd be great, thanks!
