Extended distance shadows keeps resetting to zero

In the in-game settings menu, I move the slider all the way to the right, and save. However, every time I start a game, I notice it keeps defaulting back to zero. I tried manually editing it in settings.xml, and it just ignores it. What do I do? Each time I go to in-game settings, it tells me I made changes but didn't save them, would I like to save them now? Whether I say yes or no, EDS defaults to zero.
