Maybe try hitting H? The mod he describes I believe makes it so that the top brake light is only on when you brake.

Idk then, maybe when I get home, I will go into the vehicle data and see if there is any tag to turn it off. What vehicle slot(s) are you using that you want it to be turned off, and if the vehicle has a modified handling/ data file, please send me it.

try with visualsettings.dat values under "emissive bits" specially the ones with word "brake" or "tailbrake"
