[MISC] Paid mod to get events in GTA 5

Hi all,
I'm looking for someone able to develop a way of getting some events that are happening inside GTA5. Like accidents, incidences, position of fire fighters.Anyone things this can be done?
Anyone knows who could develop it?

I haven't used it yet since I never used the rageplugin, but I remember coming across this at one point, and just letting you know.
