[SCRIPT] Remove Police Blimps

Ok so I've been waiting for this mod for a long time, but I have NEVER seen it created sadly. If I had any knowledge of modding I would do this myself but I don't. I respect everyone who takes their time to create mods for the community even if half of it is bad apples.
So basically I would like to have the realism that you wouldn't know where the cops are while being chased BUT I would still like the radar to be ON. The reason for this is the fact that if you remove the hud/radar you lose sight of your health,armor, and stamina. Not only that but your waypoint aswell. If anyone is willing to do this I would be forever grateful.

I know about these mods what I'm looking for is a script that enables/disables blips by pressing a key, is this even possible?
