Cops will NOT dispatch after earning wanted status

Just installed RDE- I did this because cops would not dispatch, so I was hoping RDE would fix that. Cops will never come to my location, no blips on radar either. I hear them talking on CBs. Oddly enough, helicopters will convene on me, but I have no idea where the police, sheriff, FBI etc are once I reach five stars. What could be the cause for this?

I think I found the problem - missed a .dll file and a file called extratitleupdate.xml Will test and report my findings later.
