Animations when inside an interior

PLEASE SOMEONE FIX THIS!! It drives me insane, why I for some strange reason, can't do anything more than a snail's pace while inside an interior. Walking is more like crawling, and running is impossible. Also, for some strange reason, when exiting certain places, such as the golf course or say a hospital, I cannot take control of my character, until a walking animation completes itself....ANNOYING!!!
If anyone could make a script to undo this madness, I, no WE, would appreciate it!
