How to fix achilles heel ?

I edited parameters so that swat and noose get extra protection from vest against small arms,while lowering pistols damage as well. and yet,all i have to do is hit them in the foot and sometimes the arms, and they cry foul and drop dead,peds too, so i guess this is universal parameter.
no way it should be this lethal,is there any way to change that ?

Anyway, I think there are many mods that disable/stop this from happening, I don't really remember tho.
