Dispatch questions

First, how many zones are there for dispatch.meta? The only ones I know of are VEHICLE_RESPONSE_CITY, VEHICLE_RESPONSE_COUNTRYSIDE, and VEHICLE_RESPONSE_ARMY_BASE. Would it work if I typed in something like VEHICLE_RESPONSE_AIRPORT? I'm trying to search for the hashes, but I've had no luck so far.
Second, is it possible for units to spawn outside of vehicles when you are wanted? I was thinking of making it so police snipers spawn on rooftops like in GTA IV.
