Riot mod

I know that there are 2 different riot mods I was thinking if we could get a riot mod that included the police and the military and the news broadcasting it all over the radio and TV and I was also wondering if we could make it where it would show up all over the map instead of it spawning when you drive up to another spot lol but I think it would add a real feel to it ?
