Can anyone make a mod that gives Michael the LSPD shirt with short sleeves?

I have been wanting to change the NYSP vehicles to the second generation Stanier and Granger. However, I could not find any mods out there. There is the North Yankton State Patrol [Add-On] by The Sheriff however I'm looking for a replace rather than an add-on. It would be great if they were equipped with snow effects. Thanks!
