so what dlcpack is for the cars to spawn?

so everytime i put these dlclist lines in dlclist in mods folder
<Item>dlcpacks:/patchday28g9ecng/</Item>
my game crashes, but if i remove this line my game start like normal
is not possible to use new update cars in sp?
(my game updated like normal on steam)

my radio self is gone
I have a lot of music in the folder
and the radio does not appear
