Thanks for the help I just tried the other mod you linked and it worked. The Modding DLC Pack must not be working because I installed the cars in the new pack the same way and they worked

I replaced gameconfig.xml with the one you linked and changed the order value but that still didn't work

I've been trying to get Modding DLC Pack V working but all of the vehicles I install are not spawning in. I've tried most base troubleshooting things like reinstalling and making sure the dlcpacks work but still no luck.
