Not all vehicles are multi-livery capable.

For the 'gt17_sign_1' name thing, if you use CodeWalker to export the '.yft's to XML & then search them for 'template' & change 'template' to 'gt17_sign_1', the vehicle will use 'gt17_sign_1' texture instead of 'template' one.
Doubt that will make any difference to multi-livery support tho (it's essentially just a name change), as it's highly unlikely the mod author gave it multi-livery support & then didn't bother to implement/advertise it. More likely, the car only supports one livery at a time.

You'd have to contact the mod author for confirmation of all that, but you most likely only have two possible solutions:

Ask the mod author to give it multi-livery support If the car is unlocked & can be edited in Zmodeler3 - Edit it & give it multi-livery support yourself/pay someone to do it etc.

@Reacon here's my dispatch.meta file since my game broken because of some mods I had to restore it but in this meta file I added "polscout" line as an example which is Vapid Scout cop suv.

Yeah, add-on vehicles data files (handling/vehicles/carcols/carvariations.meta etc) are nearly always in the same 'dlc.rpf' as the vehicle ('.yft').

'dlc_patch' vs 'dlcpacks':

If the file exists in the 'dlc_patch' folder structure:

...\mods\update\update.rpf\dlc_patch

You edit that file to see changes in-game.

If the file does NOT exist in the 'dlc_patch' folder structure but instead exists in a 'dlcpacks' folder structure:

...\mods\update\x64\dlcpacks

Then you edit the one in the 'dlcpacks' folder structure to see changes in-game).

It should be easy enough to suss out. If you make changes & they don't appear in-game there is probably another file (usually in 'update.rpf') overriding the one you edited.

The best advise I can give you is to follow the tip I posted in my previous post about extracting files & creating a folder structure in windows that is the same as it is in-game/in openiv. That way you will find any duplicates with a simple search for a car name etc
