The game wont even allow me to equip the homing launcher

after i installed a script my menu stopped working i uninstalled the script and checked my dlclist but i cant find anything wrong with it. here is the dlc list

I have installed everything it asked me to and put it in the correct folders but the cops still wont pull me over. i press f11 and it says activated but cops dont care, I also press shift+f11 and at the bottom it shows how many citations i have but cops still dont pull me over
