I solved it myself by installing this gameconfig. Thanks, Dilapidated! 💙 Not sure if I can mark as solved, though, as I’m the one who solved it. Doesn’t look like I can.

Missions not starting
I installed a few car mods (Vanillaworks Extended Pack, Vanillaworks Extended Livery Pack, IVPack, Dispatchworks Pack, and Mercedes-Benz SL65), and now, I’m unable to play missions. I’m trying to start the mission where Michael visits Lester for the first time in Los Santos, but once I enter Lester’s house, nothing happens. The cutscene doesn’t play, and thus the mission doesn’t start. I’m just soft-locked, unable to do anything.
Most of the aforementioned car mods comes with gameconfig.xml files, but the missions still won’t start. I also tried this gameconfig but to no avail.
Does anyone have any idea what to do? Is there some other gameconfig that’ll solve the problem, or is it a lost cause?
Any help is greatly appreciated!

I know that one of the thumbsticks looks behind you in a vehicle, but pressing them both down is supposed to activate the special ability. It does activate, but I also look behind me for a split second, which is not supposed to happen. This didn’t happen before I modded the game.
I’ll post my mod list in a bit.
I’m using a PS4 controller (on PC).
RE: Bug in Repossession mission: Garage doors won’t open
I’m thinking it might be Open All Interiors. It does recommend that you don’t use it during story missions on the mod page. It does disable the interiors during missions, but it might still cause issues, so it’s recommended to only use it during free roam or after you’ve beaten the game.
I’ll try removing this mod and see if that solves the problem.
Bug in Repossession mission: Garage doors won’t open
I was playing a modded version of GTA V, and early in the game, in the Repossession mission where Franklin and Lamar steal a motorbike for Simeon, the garage doors that you open to look for the bike open but stay closed simultaneously. What I mean by this is that the animation of them opening plays, but the doors stay closed, so you can’t look or go into the garages. When I opened the right door, the one with the bike in it, and the cutscene where Franklin and Lamar enter the garage plays, they clip through the door, and once I get to control Franklin again, I’m stuck inside the garage, being soft-locked and unable to continue the game.

I’m using the latest version of GTA V. Installed very recently.
What do you think could cause this? If anyone has any idea, I’d be happy to know. I’m eager to remove whatever mod that was the cause of this problem. I’m sure it would cause further bugs and soft-locks down the line as well.

I don’t really think it’s the Vehicles Persistence mod causing my crashes, though, since as mentioned, I only started using it recently, switching to it from Persistence II.
Does anyone have any idea how I can figure out the cause of my seemingly random crashes?

I checked asiloader.log and ScriptHookV.log, but they contained nothing helpful. However, I also checked ScriptHookVDotNet.log, which did contain something seemingly helpful.
Here’s my ScriptHookVDotNet.log. Judging from this log, the problem seems to stem from the Vehicles Persistence mod. However, I did also randomly crash in vehicles before even installing this mod; I switched Persistence II out with Vehicles Persistence recently.
So, I don’t know, maybe both of those mods cause crashes? Or maybe the crashes were caused by entirely different mods. It’s also possible that Vehicles Persistence didn’t actually cause any crashes at all. It might’ve just been that the mod didn’t work at all, which people have reported on in the comments of that mod’s page. Those two persistence mods are very popular, so it’d be weird if they cause crashes and nobody complains about them. Maybe there’s some mod incompatibility going on here. I have no idea.
