Im not sure how much "rights" they have to make mods at all, it all come down to what the game producers accept, so that change from game to game.
About types of mods, except for child porn I dont really see any limits to what mods people can make. But if you make extreme mods, I'm not sure how many mod host sites that will accept it, or how many friends that you will make, but its still up to you to make what you want.

Funny thing is, although I like first person gameplay, both on foot and driving, on occasions I'll switch to first person view and I'm that guy who cares about the look of his character.

You are verified, so it should automatically approve the mods. It usually takes around 5-15 minutes, but sometimes problems/hiccups occur. But, both of your latest mods were automatically approved, judging by the comments from user "gta5-mods" indicating so.

@eshenk Install Ghostery. It's a free ad blocker and it cripples down those captcha things to a simple checkbox in which you just have to place a hook.
EDIT: Correction, there's not even the checkbox anymore in this case. I just tested it. :D

@eshenk But in your video where your game got stuck while that guy across the tram station cheered and jumped there was a car flickering black and white at the far left a few seconds before.
