Not sure what textures, embedded or ytd, you're trying to change but try rpf explorer or extract with OpenIV.

I'm trying to replace the textures in the Mission Row Police D by gabzv. But every time I replace a texture with the Texture Tool it changes the levels number and messes with the location of the textures.

I'm not sure how to add the new textures without it making its levels id change.
