Verify game files in your launcher? Disable mods? Try without NoGTAVlauncher?

Depends on the vanilla texture resolution, but whether it would make a difference or not us unknown until you try it. I'm pretty sure GIGAPIXEL has a free trial you can use to test out some texture upscaling.
