@iwansx-gaming small note, after my solution, some planes from dlc (i think mpheist4) stopped working. So, most likely, it's important to do this: "and then cut everything in original dlcpacks into mods folder"

I had the same problem. I got clean installed game, but it crashes after installind an any add-on car mod after the starting story mode.
But a I did only one thing of you guide to fix this problem: deleted the line mpheist4 in dlclist.xml in folder mods\update\update.rpf\common\data. Without addind original dlcpacks into mods folder. Only added add-on car mod folder.

Не надо было обновлять. Поищу на других сайтах предыдущую версию, установи и после этого в антивируснике поставь проге ограничение на доступ в инет, т.к. он даже не сможет подключаться к серверу с обновлениями и будешь дальше пользоваться как обычно.
