How do I remove specific vehicles from a package and add them to the game individually? For example: what if I only want a few specific vehicles from IVPack without installing everything? What must be done? I'm using the latest patch.

So I downloaded the Vapid Scout Utility (https://www.gta5-mods.com/vehicles/2012-vapid-scout-police-utility-add-on-mapped) addon Police vehicle, but for some reason it spawns on the street with civilians driving it. I am using WoV so the police patrol normally. What might be causing this to spawn with civilians driving it? It works as intended when having a wanted level. I added it to the dispatch.meta without fault and to popgroups.ymt under VEH_COPCAR. Is there a step I missed when adding these to traffic?
