I think you need a game config, I recommend the one by F7YO

Not 100% sure but use the original dinput8.dll and install Nativeui. It worked for me, when the menu wouldn't popup.
Also make you you use a gameconfig that matches the game version, you are on.

Not a mod creator myself but I am a patreon supporter of Terry kaffarov, he makes nice models. He does take requests.
