I don't know how much of a difference in traffic editing the vehicles.meta did, but sometimes we are so into our things that we see huge difference in little details when they are none.. I just hope it was really the case for you !

Nope, completely barking up the wrong tree. Even with the numbers corrected it still didn't work correctly. After much back and forth, using the notepad compare plugin, I eventually found that the trailing spaces created by excel in empty cells somehow messed with the way the game read the code. A quick trim function to eliminate those spaces has now sorted the issue, and the traffic is now working perfectly

I will do. One thing I did notice, that the vehicles that have their modkits removed (the 63365 modkit is the same as is found on yankton vehicles, HGVs and other vehicles that get denied entry at LS Customs) are all in a similar range to one another. with the games strange changing of modkit IDs from what was declared in carcols and carvariations, a lot of the IDs that were in the 1000s are either going full loop, or getting truncated and finding themselves around that range. I am yet to find any direct conflicts, and with the game changing all the IDs around, I have no idea what ID the affected cars are trying to occupy

So I can use this mod to separately add vehicles?

@ItsJustCurtis Yes all my dumps are auto generated for the purpose of auto-updating once GTA V pushes an update.

Other mods are also already using it as a source for data
