i got texture issues too. I only installed mvga, weapon and siren sounds, ped models, weapons and emergency vehicles and get texture loading. Got another mods folder with thousands of heavy mods (LA Roads, CaliArch, Venice Beach) and many more and it has the exact same problem despite having much more mods installed.
