P.S. Do you have any ENB or visual/graphic modification addons installed? If so, that's likely the cause.

Two videos that might help understanding what's inside your mods folder.
This is what your mods folder should look like. You don't need to copy hundreds of files from the game!
You have two items in your mods Folder:
You have two items in your Update Folder
You have 1 item in you x64 Folder
That's it, that's all.
And this is what it looks like from OpenIV.
The package called Update.rpf has important files you edit, principally your dlclist.xml
@MONKKIII Select any 7 cars from 2019 forward if possible, old models are sometimes tricky to install.

The only other thing i can think off is a conflict between maps - that wouldn't be much of a surprise.
Try, by trial and error, removing some and see if you get a fix.
Actually you don't need all those files. I'll post a video.
@MONKKIII Ok. My suggestion is to remove your last 6 packs, and replace them with 7 new and different packs. To see if you can go beyond 21 and to see if the issue is with one or more of those 6 packs.

The instructions are in the mod page. You need OpenIV. You put it in Edit Mode.
You take all the files in the downloaded folder (not the folder itself), hit Ctrl A or Select All, and drag them to the folder below.
You will want to backup your files first (or restore them from games folder) in case you don't like the mod - there is no undo, no uninstall.
Replace the files in:
x64v.rpf\models\cdimages\streamedpeds_players.rpf\player_one
However, what it should read is
mods\x64v.rpf\models\cdimages\streamedpeds_players.rpf\player_one
You want to install in your mods folder, not the game folder.

@Zuraxo I think the issue is more about how all these parts work together.
