@rappo i fixed it by reinstalling firefox. must have been a config preference change interfering.

specifically network.http.sendRefererHeader 0 was causing the page to just refresh and not download. i set it to 2 which is the default setting and everything downloads fine.

ill reinstall firefox to see if it fixes it.

@rappo just turned off ublock origin and ad block plus and firewall. still same result.

windows 7 x64, firefox 49.0.1 x86

not just that, pretty much anything i try to download just refreshes the page.
