First, I apologize for the late reply. I forgot.
These are the mods I installed. There is no mod other than that.
My pc Spec
CPU : i5 8400
GPU : emtec xenon gtx1060 3gb
RAM : SAMSUNG 16gb ram
Motherboard : Gigabyte B360M-DS3H
SSD : Samsung 256Gb ssd

I have never installed Single Player Apartment mod...
Yes timecyclemods.asi This really has been installed. I clearly remember. Now I have removed the mod, so I can not check the file, but I've reinstalled it more than 4 times.
In addition to the bugs that occur during the day, such as YouTube videos, there are some flickering lights at night, just like the forum links.
But after modifying that file, it was not clear if the symptoms were the same at night.
back to the subject
I think it has nothing to do with the weather when I play.
The symptoms of road texture bugs in YouTube videos are mainly in the daytime, and I do not see I have experienced such symptoms at night.
There's one thing that's unique.
It is unusual to see such symptoms when moving fast like a car and it often happens when i moving slowly (walking).
I have done <light_falloff_mult> 1.0000 1.0000 1.0000 1.0000 1.0000 1.0000 1.0000 1.0000 1.0000 1.0000 1.0000 1.0000 1.0000 </ light_falloff_mult>
I remember having saved the(Just like the post on the forum) w_clear, clearing, extrasunny, foggy, neutral, overcast, rain and smog timecycle files with edit mode in OpenIV. (Open IV > GTA V > update > update.rpf > common > data > timecycle)
However, timecycle_mods_1> 4 did not change because the format is different from the above sentences in the forum. Also, the forum did not care about those files because they did not change the files.
One thing I was wondering is, should I have also modified the timecyclemods.asi, timecyclemods.ini files? I can not remember whether I did this or not.
P.S. thank you very much for your hard work trying to help! I was impressed!
