Okay so I figured out that LA roads was the problem after all. I added /</Item> to it and it worked like a charm!

I was adding some add on vehicles to my game because i heard they were better than replacements. So I added some more and did everything with the dlc list and added the vehicle mods to the dlcpacks folder.
