@libertz It's common to expect that mods can and will break the story mode.

Best bet would be using Search function (Ctrl+F3) in OpenIV to search your 'mods' folder & then track down where those peds are located in the game & then replace the whole '.rpf' with the vanilla one from the game folder. Make backup first etc.

If it works, any other mods in that '.rpf' will have to be reinstalled also. If it doesn't work & you can't find anyone else with a definitive answer you're kinda stuck replacing one '.rpf' at a time until you find the one/s that fixes it/them & then either leave it like that or use the same process to track down the individual problem files in that/those '.rpf's & replace them with the vanilla ones.
It may sound daunting but it actually shouldn't take you too long (to find the correct '.rpf/s' anyway, individual files will take a bit longer). Use a bit of common sense & target the ped oriented 'rpf''s first. Keep a note of the ones you have completed if you do it that way (non-alphabetical etc). Best of luck

@libertz oh shit sorry bro - for some reason i don't always get notified when someone tags me so really sorry for not replying sooner.

To be honest I am out of ideas as to what is causing the initial lag. I suppose you could try an older version of visualv, but it more than likely won't work with the Doomsday version you're on.

Maybe uninstall VisualV and try to do a manual install instead. Possible something got corrupted on the OIV install.

@libertz I'm all out of ideas bro. Only thing I can think of is corrupt save game or try out as many gameconfigs as you can for your version of gta.

In the thread there is info about authors putting '--' (& possibly other invalid characters) in .xml files. This can cause problems (it was causing one ped in my dispatch.meta to have trouble spawning). If you have any comments in your dispatch.meta, try removing them

EDIT: I noticed your comment in the link above saying it didn't work for you but given the info above might be worth trying it out again. The mod has a 'DispatchGhostFix.log' that is produced in the main GTA V folder that may give you useful info also.

@krissboo nothing... this bug is so damn annoying. If there wasnt at least that freakin bad default dispatch... I mean after GTA 4 i thought it couldnt get any worse but I found out it can. Only regular cops with a few NOOSE teams at its highest star? Thats a bad joke, no variety, they are not even using riot armored van... default is just so bad. What if player is in the tank shooting the place down, they are just gonna hit the tank with cars and shooting bullets? nice logic rockstar.
