I've seen mods that allow these vehicles to be placed in via trainers, but have yet to see anything that will allow me to acquire them in the world itself. I'd love to have the new Ruiner spawn someplace hidden, or even trying to hide in plain sight with traffic. A ramp buggy near a racetrack, Wastelanders occasionally driving around the desert, etc... Does anything exist for this at the moment?

Hello there. I'm looking to see if a mod exists that would allow for conventional modification of cars that are normally not allowed in Los Santos Customs - police cars, utility vehicles, etc. etc. I know colors can be changed via trainers, and cars can have more or less any mod applied via save editors, but I'd prefer to do this kind of stuff in game the normal way, if it is possible. Does anybody have any leads for me?
