This has been 'resolved', after a few attempts to download,
I got a download rate of like 30 kB/s, it took a while, but the program got installed.

Im currently trying to follow the quickstart guide from this forum (post). I got the ScriptHookV.dll and dinput8.dll, but downloading the OpenIV 3.1 software via https://de.gta5-mods.com/tools/openiv or http://openiv.com/ does not seem to work. Is there a safe alternative mirror somewhere, or do I have to wait and hope their server is up and online sometime soon?
