@ItsJustCurtis even when i turn depth of field back on and change settings nothing is happening. this is my main issue.

ENB loads properly and everything for me but when I try and change settings like turn on "depth of field" within the in-game menu (the menu that pops up when pressing Shift+Enter) none of my settings are applied. I do not know what the issue is and would appreciate any help.
