Yes, same location as yours. It was vanilla file, dated 28 Feb '23, the one from the most recent update. (The update.rpf I'm using is from 13 Dec '22 in both mod and normal locations.)

I got this error because I was using an old GTA5.exe file, dated 2022-12-13. Installing the latest version (which obviously also needs the latest Scripthook) has fixed it for me. It also works with the GTA5.exe from the previous update around 2023-02-01, but not with ones dated before. I also needed the latest update2.rpf to get it to work. This could be a problem in the future if support for Scripthook is dropped.

One thing you can do if you use Steam is to disable automatic updates of GTA, then make sure you run GTA with NO online connection until there's a scripthook fix.

I had the same issue. For me the problem was with addonpeds. The program loaded when I took out the addonpeds folder from <mods/update/x64/dlcpacks>
When I reinstalled, addonpeds did not work, but I found a line had disappeared from <mods/update/update.rpf/common/data/dlclist.xml>
Using OpenVI I found that the following line was missing: <Item>dlcpacks:/addonpeds/</Item>
If you use addonpeds this may be worth a try. For me it is now working.
