Hey all

I'm trying to create a livery for the Glendale, however, every tutorial I find is just showing cars that already have liveries and are modifying existing files. How do I create a livery for the Glendale. Also how do I make the Glendale into a police car and make it into an addon? There aren't many useful tutorials on mod making
