How to make the game works with more FPS,with huge cars mods installed at the same time,but with the same video settings as without the mod?

I would like to know if there is a mod which could make five passengers ride in a car,but for permanently,not to repeat the process any new time playing the game?

And one more question,is there a real working mod which could make the vehicles dirtier while driving on mud or snow,but please keep in mind that my vanilla vehicles are almost all replaced with modded cars!'
I've tried one mod for dirtier vehicles from this site by MiGGousT,but maybe because my vehicles are modded I can't note that the vehicles are dirtier,or maybe I am wrong?
