"behaving like birds" is an understatement. Those peds look whack as fuck. I've never seen that before.

Try turning off frame scaling while Reshade/ENB are enabled and see if that changes anything. I run into graphical issues when I have frame scaling and ENB enabled, except for me, everything becomes a lot darker not brighter.

Pretty basic suggestion but have you tried reverting your cpu back to stock clocks to make sure it's not the overclock having a problem? I remember a few years back when my gta kept crashing my PC. It took me weeks to figure out the issue. I didn't think twice about reverting my overclock because it was fine for every other game and even passed 24hrs+ of stress testing. Eventually after tons of troubleshooting I realized my seemingly stable overclock was the problem, so I slightly lowered my oc frequency and the crashing finally went away.

I had this problem using simple fuel. Mod and everything else works fine, but as soon as I press the key to open the menu for simple fuel, I'm no longer able to open the character menu at all anymore until I restart the game.
